Hello my name is mark baldessari president and CEO of the Public Policy Institute of California the last 10 years since the October 2003 recall of California's governor have seen a level of political reform unprecedented in recent state history with voters weighing in on a number of significant governance and fiscal changes political reformers and legislators are now taking aim at the hundred and two-year-old citizens initiative process in this video I'd like to first discuss the public current views on California's ballot initiatives I will then talk about several areas of consensus for changing the initiative process finally I will offer three policy recommendations that are aligned with the changes favored by voters in our surveys to begin lets first discuss public perceptions of the initiative process while many political insiders and policy experts say the system is broken most Californians view it favorably overall strong majorities say it is a good thing that voters can make laws and change public policies by passing initiatives and prefer that their fellow voters make decisions about long-term fiscal reforms and most say the decisions made by voters are probably better than those made by the governor and state legislature however while most Californians are at least somewhat satisfied with the way the initiative process is working relatively few say they are very satisfied the influence of money interests is a major issue most Californians say the initiative process is controlled a lot or some by special interests Californians also find voting on initiatives challenging strong majority say that there are too many propositions on the statewide ballot and that initiative wording is often too complicated and confusing most Californians say the initiative process is in need of either major or minor changes in this context what changes are Californians willing to support today strong majorities favor ideas that could involve the legislative process for example having a period of time during which the initiative sponsor and the legislature could meet to seek a compromise solution before an initiative goes to the ballot they also support having a system of review and revision for proposed initiatives to try to avoid legal issues and drafting errors most Californians also support proposals that would improve the initiative process itself such as increasing public disclosure of funding sources for signature gathering and initiative campaigns they also favor having the yes and no side of initiative campaigns participate in a series of televised debates while Californians may complain about too many initiatives a strong majority like the idea of requiring voters to renew initiatives after a certain number of years by voting on them again an innovative way to increase citizen involvement that was recently adopted in Oregon has strong support today Californians favor the independent citizens initiative commission that would hold public hearings on...
